We do not speak here about the democracy of violence and militarization brought over to Iraq by the Americans, though the democracy as a system, concept and societal culture is deemed correctly applied in the USA compared with the East and the Arab World countries, but its absence from the US administrations' policies and outside conduct is apparent, and Iraq example is still evident and strongly; but when we talk about democracy we mean the whole conception thereof as a system and culture, in other words what is not applied in our society and we miss it, so, the absence of the state of institutions and the role of society in decision-making and the restrictions on freedoms, media and press and their politicization, and lacking of respect for human being, compliance with international conventions and treaties relevant to human rights, poor citizenship, and giving precedence of religion, race, and sect over it, not to mention the features of absent or non-established civil state of institutions, which what has been mentioned is deemed a part thereof, added to that the phenomenon of monetary and administrative corruption of the officials, and the lack of social justice principle, lack of independence of judiciary, army and security apparatuses, loss of security and stability on political, economic and social levels with the absence of political, economic and social development, feeble role played by civil society organizations, and the imposition of restrictions thereon, outbreak of poverty, prostitution, drug abuse, hallucination pills, the spread of crime on a large scale, absence or frailty of law to fight and check them in society, and giving priority to personal, factional, racial, and ethnic interests over the supreme interests of homeland; therefore, these matters and others represent the general and basic features for the absence of democracy concept and hence the absence or non-established the civil state of institutions under the lacking of its components and pillars.
Moreover, the absence of state in its aforementioned conception prompts us to say that the lack of democracy as a concept, culture and system has led to disasters, and tragedies we are living thru in Iraq and has brought us to the impasse we , and the rest countries of the region especially the republics thereof, are experiencing, and that thru downplaying the problems and political, economic and societal challenges which we are experiencing and not dealing correctly with them, a fact that has led, with the passage of time, to their aggravation, formation of impaired spots, and shaping the articulations of crises, which by its accumulation has led to the blast in the form we passed thru and still live today of revolutions and popular uprisings most of them have succeeded in producing radical changes to some ruling regimes.
Since the nationalistic experiment in Iraq, over decades of time, has proved more of less failure either in the building of a civil state of institutions, and a stable regime, and the gross failure of the religious experiment thru political Islam and this experiment has proved beyond doubt that political Islam of all designations, is unable to build or mange a state in the sense of the word without incurring catastrophic flops that might edge on the peril of fighting, civil war and going by the disastrous partitioning, separation and division of the country on religious and sectarian basis.
Then, it is certain that our urgent need stemming from the fact of affairs we are going thru at different levels and planes, and after the failure of the two experiments mentioned earlier so our expectations for the future is bound, under the critical circumstances and impasse Iraq and the neighboring countries are going thru, for the necessity to build a sober civil state of institutions and a true return to the concept of citizenship, cope with all narrow titles and concepts of sectarian and racial origin and dispel them for ever by deepening the ties of affiliation and loyalty to country land, activate the role played by civil society in decision-making, provide the ingredients of a sober building for a civil effective state that respects man and hallows the citizen, secures its full rights, without discrimination or differentiation, disseminates the democratic culture, respects the other irrespective of difference, ideological or political disparity and diversity in religious and racial backgrounds without the least prejudice to religions and nationalities, taking into account the need to separate irrevocably fanatic religious, nationalistic cultural thinking from power and governance and to take advantage of the brighter face of nationalistic and religious culture in civil legislation of the state, and the contribution extended by moderate streams thereof, which are resting on popular masses, in the administration of the civil state of institutions, and their involvement in community's development and building in a proper way without overlapping with the democratic concept and culture, and the building of a modern civil state.
