In a precedent not seen in Iraq and since the coming of occupation forces in particular hitherto, a story published in most Iraqi daily newspaper implying that a cash prize of one hundred million Iraqi dinars, or equivalent to 85 thousand US dollars were allotted to an Iraqi citizen who informed the security authorities about the presence of a car bomb in one of the capital Baghdad suburbs, this story drew the attention of citizenry and they began to wonder why this citizen was granted this large award and in this particular period of time?? Some say that this award is set aside because the car aimed at a prominent figure in the Iraqi state, and others say that this is just a communication that might help in the coming election process, whereas a third party argues that he is relative to a senior official in the Iraqi state… and thus citizens remained at loss and they started to dream to find a bomb car or a bomb planted on a roadside or squares in order to get what that citizen has earned and become on the list of Iraq's wealthy people and be on par with some officials who were included on this list all of a sudden in spite of large number of cars and bombs that do not need great effort to find out, so if we run an arithmetic equation on the number of car bomb citizens can find in one year, based on a statistic for the past year, some were blown up on innocent citizens, others were captured during inspection and search operations, and a third was detected by chance parking at the intersections, we would have found dozens of car bombs or even hundreds thereof, without exaggeration, then how much money will be given away in gifts and prizes at the end of the year?? It is a formidable figure and thus gentlemen officials must include the study of this topic into the studies of public budget for the year 2010 in order not to be surprised with the value of debt which will be consequential on them and that may affect many important governmental ministries and perhaps investment, service and electoral projects, or may defer the ratification of pubic budget for further six months because it is not possible to predict the number of car bombs, otherwise a comprehensive study more accurate than its predecessors should be conducted lest that some smart guys may venture to booby-trap cars then report about them… I ask Almighty God that no guy of the gentlemen officials will read this article so I may not be the cause behind interrupting the livelihood of citizens…
