In the name of Allah, the Beneficent, the Merciful
Dear people of Iraq:
In the first visit of the US president (Obama), he stressed, during his meeting with Prime Minister Nouri al-Maliki on the importance of having all Iraqis accessed to government and security forces; however, the media has quoted that the new US president has said to journalists at the conclusion of the meeting: (it is very important and unequivocally that all Iraqis join the government and the ranks of security forces), pointing to (the spirit of partnership), and the president did not, however, hide that (the next eighteen months may pose a threat to Iraq) at a time when combat troops will pull out the summer of 2010 A.D.
And if we recall what happened in the Doha summit of Iraqi reservation on the final statement, which it did not touch upon the practical progress in the fields of security and national reconciliation, in addition, if we recollect that many statements made by state officials that (the political process is still suffering from a real crisis) all that will make the picture clearer to the people of Iraq and the world's as a whole, that picture in which it is evident that the world and countries of the region are still not confident that the national reconciliation scheme as adopted by the government is an earnest and real one and includes all of whom involved in the political process, and also who were not, to become one hand working seriously in the building of Iraq in solidarity, collaboration and unity…
We in the CINU, renew the call to re-consider the concept of (national reconciliation) in toto, because in its current status, and no matter how long it lasts, will not give the government and Iraqi people better than what it has, not because the reconciliation is error per se, but because it is positioned in the wrong place, and also the presence of inertia in the mechanisms used in its application, those mechanisms that are founded on sectarian, nationalistic and regional allocation … however, the bold experience of Mr. the Prime Minister Nouri al-Maliki has proved, when he made an effort to bypass these mechanisms, one month before and for the first time, when he tried to engage (the Baathists), then he collided with a strong opposition from partners in the ruling coalition.
We remember here, that the world in general and both surroundings: the Arab and regional in specific, are watching closely and carefully what is going on day by day, even hour by hour, so they could clearly see what is going on in the official lobbies of congestions, and convulsions, on the one hand… and what is going on in the Iraqi street of deteriorated security and services… loss, and dispersion of the same sight under which shelter everyone (government and people) could consolidate on the other hand, and so the issue of national reconciliation is considered in its current conception a part of the problem that must be solved, and thus it is not counted a serious one that can carry the state of Iraq away to safety.
We in the CINU, perceive that if nothing new happened or any contingent took place to urge the US President (Obama) to postpone the withdrawal of US forces, or if the government did not rush to change its current course radically and adopt a new political scheme, in which all politicians would feel, whether those involved or not in the political process, and from behind them the entire Iraqi people, that it is the scheme that would achieve their national unity and true interest, so that everyone would rush to work accordingly, but even defend it because it is their scheme and constitute their cause, hub of their stability, security and well-being, not only slogans, conferences, media manifestations that do not feed hungry mouths…
We say: if that was not the case, then the remaining time is a boundary between the deteriorating current situation and the actual disaster that will befall the entire joints of the country after the troop's withdrawal on a time to be affirmed by the President (Obama).
Dear people of Iraq
We in the CINU, realize that to get the country out of this chronic crisis, and for Iraq to restore its security and stability at the internal level on the one hand, and to restore its natural regional and global position on the other hand, will require a new political approach in the way internal affairs are managed, an approach that establishes for the concept of national unity without exclusion or marginalization, in order to build a free democratic and unified Iraq, under the an Iraqi constitution that ensures this sought after unity.
