Steps towards building a national army
 

 Heroic Iraqi army was close to public conscience, and a military, disciplined and ideological institution.  And from its belief the love of homeland was sustained, so the pages of this institution and that its great feat that did not fail the nation and did not hesitate to protect any part thereof at any time, will remain greater than to end in oblivion pages simply by a decree issued in special circumstances and under extraordinary unbalanced pressures. Why not when this Iraqi army, with all its segments and on its all fronts, was composed of the best and valiant children and of this country and in which was mixed the blood of all spectra as hopes in life were equally mixed with victory. This army, nonetheless, and since its inception had to face a challenge rarely faced by any of the world's armies, it is a kind of defiance to obnoxious politicization, that by which the ruling regimes drive out the army from its national duty originally formed for it, namely, the defense of homeland and safeguarding the borders from external invasions, and to force it (or part thereof) to do things irrelevant to its basic duties.

We, as Iraqis, have all lived through the conditions of ruling regimes day by day, hour after another and we all know, with no need for more elaboration, that much of what happened was out of the army national volition and it was subdued in most of its decisions just like other state institutions that used to suffer under the yoke of the ruling political thinking.
And, if we wanted to break with the recent past with all its glorious deeds and tragedies alike, we believe that the status of Iraqi army after the change is no less disastrous than it was in the past, if not to say that demolition shovels into its patriotism have doubled.

Consequently, and believing in the importance of this military institution, which we take as the Great Wall of our dear country, and which we used to be and still proud and bragging about it, we present herein briefly what befell this edifice of painful blows, and what besets it now of dangers threatening its uniform identity, and what we see from our side for the sake of healing the rift inflicting it, by re-shaping its configuration and building it on well-established national firm foundations on land, in sea and air, so it does not renounce what the forebears had of sacrifices, experiences and great experiments, and does not stop at the borders of the past but to start anew in the fields of modernization in all sections of the novel army.
