Towards changing the reality of the Iraqi woman
 

First of all, we would like to draw your attention that the resolutions for such a vital issue do not lie in what is provided by relief organization or charity associations here and there because these aids, in spite of their humanitarian role, do not actually treat the problem in all of its aspects. They only cover a very modest portion of those who need them. Also, they are time-bound as the impacts of the problem resurface very quickly.

The principle of reform and change conditions that its procedures are radical and comprehensive that goes deep into the problem on one hand and on the other hand it should have the capacity for all public sectors with all of their branches. In order to achieve this, CINU calls all to support it in its legitimate requirement on the following levels:

First: On the Political Level:
Maintain the political gains that women acquired until now such as the right to vote, and a percentage in the parliament and governmental municipalities and work on increasing such political gains as much as possible.

Request activating women’s role in political work on the basis of gains which they have acquired, their role should not be formally in the political process.

Provide all capacities that may raise the awareness of women re the importance and nationality of their contribution in political activities throughout the various age phases for any woman who thinks that she has the willingness, competency or preparedness for this field.

Demand expanding the role of organizations which adopt enlightening projects for Iraqi women.

Demand female presence in Iraqi delegates which represent Iraq in international conferences that discuss women issues on all levels whether official, parliamentary or civil society organizations. Many main and central meetings were held in the halls of the UN aiming at improving women’s condition. Strikingly, the Iraqi representation was absent as it was limited to two men from the Iraqi Ministry of Foreign Affairs only.

Second: On the Security Level:
Demand reinforcing women’s ole and establish Women coalitions which aim to face security challenges.

Demand engaging women in women enlisting and recruitment in security forces in order for them to actually participate in keeping security and stability and to preserve the dignity of Iraqi women at inspection points.

Third: On the Religious Level:
Demand a law to protect women from being pressured or forced in all civil issues.

Demand activating media role in awareness raising for the moderate religious culture away from detested extremism and narrow sectarianism.

Fourth: On the Economic Level:
Activate women’s role in participating in building and construction.

Demand eradicating unemployment by opening professional centers in order to benefit from the work force and revive the internal economy.

Demand providing a practical program that contributes in developing women’s capabilities and money throughout economic projects where, they (women) are the owners of such projects.

Fifth: On the Social Level:
Grow self-esteem for Iraqi women through providing all capabilities that help them in developing their skills and abilities in the various areas.

Open to women all fields of contribution in the society and make them feel that the most important factors in success are the will, determination and interest in positive change associated with skills and expertise that could transfer women to another level of performance in compliance with the traditions of the Iraqi community.

Give due attention to the role performed by women from any positions where she is held responsible.

Demand giving priority for widows, orphans and those females who do not have any supporter in all fields in knowledge and work.

Demand activating laws that protect women from sexual harassment.

Demand to protect women from violence.

Oppose the discrimination against women policy.

Demand compensating women who were afflicted by wars or those who were physically and psychologically tortured. The legal compensation for the harmed or their heirs should be added to their right in receiving care and for holding the doers accountable as per the law.

Demand guaranteeing retirement rights, establish comprehensive security rights for old aging and sickness to women who reached 60 years of age or even less depending on the conditions, and provide a level of livelihood for women in accordance with the rules of human rights.

Sixth: On the Health Level:
Demand a vast awareness raising campaign using all media re precautionary procedures for protection against getting sick, which women should be warned against, and how to deal with such diseases in case symptoms appeared, e.g.: breast carcinoma.

Seventh: On the Legal Level:
1)    Demand imposing suitable legal amendments that enable protecting women in everyday life issues and scientific and practical issues that comply with the nature of the Iraqi community.
2)    Demand doubling penalties for the violations that jeopardize women such as trading with women, enslaving them, kidnapping them or killing them and deem such deeds as major crimes that affect the destiny of the country and the community.
3)    Demand implementing Legal Literacy Projects at all ministries and governmental institutions.

Eighth: On Media Level:
Carry out a big educational campaign in the field of spreading the Culture of Respecting Women as a core principle.

Activate the constitution and implement laws in a fair manner so as to assure gender equality in work. It is impermissible for some positions and jobs to be dedicated for males only. It is deemed necessary to open the doors for women to work in the judiciary system, police, army, diplomatic career and all other types of work equally and legally. We believe that the calls stating that women may not work as judges or other certain jobs are considered void and illegal policies which violates the constitution and the law. Also, Islam should not be interpreted in a primitive manner in order to serve political purposes for extreme religious groups that harm main values in religions. Religion serves and honors human beings, therefore, it should not be misinterpreted in a manner that underestimate the human value.

It is deemed necessary to cancel all decisions issued by the president or by the Revolutionary Command Council of the Republic of Iraq which oppress women’s rights such as preventing travelling abroad Iraq unless with a male relative (Muhram), this decision reduces the legal capacity and entity of women, it is a non-constitutional decision.

Complement:
The Iraqi Government has decided to form a department the is specialized in taking care of widows who lost their husbands in violence and allocate a monthly salary of US $ 120 for those who do not have a fixed source of income as mentioned in a governmental statement:

-    Was this amount actually disbursed?
-    What is the legal opinion in the issue of a proposed competent court that looks into women-related laws?
-    What is the legal opinion in making the compulsory education include the intermediate stage?
