For the purpose of building an army that is independent from being politicized, denominationalism, sectarianism, and partisanship, we hereby invite everyone to join their voices to our voice to demand the following:
First: Open offices for volunteering in the army that everyone may approach without any recommendation from a certain party or sect. approval and rejection shall be subjected to pure professional criteria.
Second: Cancel the preferential shares system in the army, whether they were parties’, tribal, or sectarian shares. Rather, and individual should approach as an Iraqi citizen and shall be treated based on this perspective. It could be the most dangerous risk which affected the army and other security institution that in some governorates, it granted each tribe leader the right to enlist and assign a certain share. The same was granted for each member in municipality councils. This lead to the appearance of partisanship and sectarianism in the vital institutions.
Third: Any battalion, detachment, squad or even a platoon should be formed from the social Iraqi mosaic without any discrimination.
Fourth: Prohibit using employment in the army or in police forces to promote for election campaigns. Also, carry out educating programs for the citizens to increase their awareness that candidates for the Lower House or the Municipality Council are not entitled or allowed to mediate for any person whoever to be enlisted in the army or in the military institution. Enlisting should be exclusively done through an identified voluntary office with preset place and time. In this office, entry instructions should be announced for all alike. Conditions of getting employed in the army should be known for every citizen thus enabling the citizen to argue in light thereof and in accordance with law. Nevertheless, the most important thing is for the administrative staff of this office to be chosen carefully.
Fifth: People occupying important positions in the army and security institutions should be assigned under the control of the Iraqi Parliament openly in the official media.
Sixth: Spread amongst all citizens that the culture of being enrolled in the army, police or their subsections is not for the exclusive purpose of financial return, yet to participate in building our country.
Seventh: The creed on which the army is built should be the national creed. Military men should understand that they are protectors for the people not guards for the governments.
Eighth: Individuals of the armed forces should learn principles of human rights till they totally believe in them. Strict laws shall be legislated for whoever violates them. Also, there should be a separation between army and police tasks as they are currently overlapping and mixing.
Ninth: Cancel the law of merging militias in the army and granting free ranks. Deal with the issue of militias with another approach. Keeping those militias within army lines is just like implanting an explosive device in the national building.
Tenth: The Minister of Interior, defense, and national security should be dependent and out of political parties whether in or out of the authority in order to maintain the independence of those two ministries. Same applies for acting officials in the ministries. The professional standard should be adopted only. What is happening during this period is that each party has assigned its elements and gave them high salaries without enjoying any civil scientific or military academic qualifications. There are many available examples but will not be mentioned herein due to inappropriateness.
Eleventh: Open the door for civil studies on the expense of the Ministry of Defense and Interior as was implemented previously in Iraq and currently in many countries throughout the world.
Twelfth: Disbanding the Iraqi army was a mistake and a big one. Therefore, members of the Iraqi army should be given back their prestige, return whoever wishes to and can serve. Also, we should find ethical and humanitarian resolutions whether in terms of decent retirement. Also, the request of having a civil job is a legitimate request for whoever wishes to.
